The best statistical information available (from 2005) sets the average time for decisions rendered on appeal at 14 months from submission.* That statistic does not include some 39 % of cases that are withdrawn (settled) by the parties. For the 61 % of cases decided on the merits the backlog can extend to 24 months. These statistics are over 10 years old, and the backlogs have only increased.
